While Innarea is technically a puppet state of Bakianna, it was allowed to have its own capital, if just to give the citizens an illusion of freedom. This capital is Utrebae and is located in the north of Innarea in part of the Tearel Forest. It is from this city that the three houses: the Cranmer Family, the Saye Family, and the Tyrrell Family, divide and control much of the nobility.
