Often called the Pirate Isles for good reason, it is within these ports that some of the worst of humanity can be found; pirates, rogues, thieves, thugs, and assassins to name a few. And with a dictatorship that means very little except as a target, it is everyone for themself here. But find the right crew and it might be a good life filled with exciting adventures on the high seas.

History
The Cinan Islands are home to a mixed heritage between Relkians and Cinans. This mingling occurred around the mid-400s when the Chealain Empire was pushing the Relkian’s boarder causing some natives to flee to the Cinan Islands.
Before this invasion by Chealan, the Cinan Island natives were lose tribes scattered throughout the islands. Over the next three hundred years (400-700), Cinan culture changed, the inhabitants slowly built up bigger settlement, more elaborate boats, larger farming production, and began to incorporate the (now destroyed empire of) Chealain Talon coinage.
By the beginning of the 800s, the islands were a collection of farming communities each governed by local lords and by 900s a central government (aristocracy) was forming. When the rift between Relkian nobles in the 980s caused a civil war that resulted in Mienkola forming, Cinan sided with the traditional Relkian nobles. And this, at the end of the civil war, created tension between Mienkola and Cinan that has lasted to the present day.
In 1136 a massive hurricane hit the Cinan Islands which crippled the kingdom. Mienkola took advantage of this and attacked only weeks after the hurricane. Cinan was in dire straights when a young lord (whose father died in the hurricane) by the name of Waylon Kelerson united the eastern lords and drove Mienkola back. Under this political momentum he took control of Cinan, rebuilding it as a dictatorship. But as Cinan flourished, the farmlands no longer supported the population so Talkot Kelerson, Waylon successor, turned to raiding the coast of Mienkola. This led to the Cinan Islands becoming a thriving pirate nation which now raids the coastline from Farshno to the Fulnards.
The Pirate Kings, starting with Talkot Kelerson, have mostly gained power through challenging the predecessor. However, the last Pirate King died without leaving a clear successor and creating a power struggle for the next dictator. After several months without a leader, a combat to determine the next king was staged. In this, Willem Triggs, claimed the crown and became the current ruler of the Pirate Isles.
