You create a tornado funnel. The area where Whirlwind touches the ground is difficult terrain with the magical tag. All creatures in the area when the spell is cast and for the duration of Whirlwind, must make a Reflex save or take a number of d6s bludgeoning damage equal to half your Proficiency Score. On a successful save a creature takes half damage, on a failure a creature takes full damage and is lifted in the cylinder 10 feet per round, and on a critical failure a creature takes double damage and is lifted in the cylinder 20 feet per round.

A creature lifted in the cylinder can only change its trajectory if it has a Fly Speed or similar ability. A creature who leaves the cylinder, either from moving out of the cylinder or reaching the top of the cylinder, falls just outside Whirlwind’s area.

As a single action with the concentrate tag, you can move the Whirlwind up to 30 feet in a straight line within the range of the spell. Any creatures in spaces it passes through must make a Reflex save as if the spell had been cast into their area. Whirlwind is on the Primal Spell List.
