You can communicate only with creatures that share a language with you. Telepathy is on the Arcane and Occult Spell Lists.
Heighten (+2): Using a Level 6 Spell Slot and higher, Telepathy loses the lingual tag so you can communicate with other creatures using shared imagery even if you do not share a language.
